Sioux Falls and nearby towns
Gutter quote requests come from Sioux Falls and seven towns around it: Harrisburg, Tea, Brandon, Hartford, Lennox, Canton and Dell Rapids. The rules for roof and sump water change at every city line, and this page lists what each town publishes.
Where we take requests
Sioux Falls itself, which spans Minnehaha and Lincoln counties, plus these seven towns:
| Town | County | Distance from Sioux Falls |
|---|---|---|
| Harrisburg | Lincoln | about 7 miles south |
| Tea | Lincoln | about 7 miles southwest |
| Brandon | Minnehaha | about 9 miles northeast |
| Hartford | Minnehaha | about 12 miles northwest |
| Lennox | Lincoln | about 15 miles southwest |
| Canton | Lincoln | about 18 miles southeast |
| Dell Rapids | Minnehaha | about 20 miles north |
Somewhere else near Sioux Falls? Send the request anyway and you’ll hear back either way.
What changes at the city line
Each town writes its own rules for roof and sump water, floodplain work and yard waste. Here’s what each one publishes, as of September 2026.
One rule is the same everywhere. South Dakota law says to call 811 at least two business days before you dig, and that includes a buried downspout line.
Sioux Falls
Roof water can’t go into the sanitary sewer without the city engineer’s approval, and sump water can’t ice a street, alley or sidewalk or run onto a neighbor’s property. Grading or building in or within 100 feet of the regulated floodplain needs a $75 city permit. The free leaf and branch drop sites at 200 N. Lyon Boulevard and 1015 E. Chambers Street are open September 12 to November 29 in 2026.
Brandon
Downspouts can’t connect to the sanitary sewer unless the city manager approves. Brandon’s sump rule matches Sioux Falls: no ice on streets, alleys or sidewalks, and no water running onto a neighbor’s property. Building in a flood hazard area needs a city development permit. Brandon publishes no leaf and branch drop-off site, so ask City Hall. Gutters in Brandon.
Harrisburg
Downspouts can’t connect to the sanitary sewer without city approval. For houses built in 2005 or later, sump water can’t ice a street, alley or sidewalk or run onto a neighbor’s property. Gutters and downspouts don’t need a building permit. The compost site at 801 S. Prairie Street takes leaves, grass and branches free for residents from May through November, with no bags of any kind. It’s open Mondays and Wednesdays 4 to 7 p.m. and Saturdays 8 to 11 a.m. Gutters in Harrisburg.
Tea
Roof runoff and sump water can’t go into the sanitary sewer, and the city fines up to $200 for a sump hose connected to it. Building in a flood hazard area needs a floodplain development permit. Tea runs a seasonal yard-waste site, but publishes no current dates or address, so ask City Hall. Gutters in Tea.
Dell Rapids
Sump pumps have to drain out of the building on their own line, apart from the sanitary sewer, so piping one into a floor drain breaks city code. Downspouts can’t connect to the sanitary sewer. Building in a flood hazard area needs a city development permit. Gutters in Dell Rapids.
Hartford
Roof runoff can’t go into the sanitary sewer, and downspouts can’t connect to it without the sewer superintendent’s approval. Sump water is the exception: from November through March it can go into the sanitary sewer with a city permit, granted only when the sewer has room and the water would otherwise build up outside. Gutters and downspouts don’t need a building permit. The yard waste site on Railroad Street, south of the high school, takes grass, leaves and branches free for residents from the first Saturday in April to the Saturday after Thanksgiving. It’s open Saturdays 9 a.m. to 4 p.m., and Tuesdays and Thursdays from 4 p.m. until 8 p.m., or until dusk after September 15. Gutters in Hartford.
Lennox
Sump pumps can’t drain to the sanitary sewer. A lot in the floodplain needs a floodplain development permit along with the building permit. Lennox publishes no yard-waste site. Gutters in Lennox.
Canton
Canton publishes no sump and downspout rules online, so ask City Hall. The rubble site at 403 S. Hiawatha Drive takes grass and leaves. From April to October it is open 10 a.m. to 5 p.m. Monday and Wednesday to Friday, plus the second and last Saturday. In winter it opens Saturdays only, 10 a.m. to 4 p.m. Ask the city about the fee. Gutters in Canton.
Questions about the service area
Which towns do you take requests from?
Sioux Falls, Brandon, Harrisburg, Tea, Dell Rapids, Hartford, Lennox and Canton. If you’re somewhere else nearby, send the request anyway and you’ll hear back either way.
Do the rules for downspouts and sump pumps change by town?
Yes. Each town writes its own. Most keep roof and sump water out of the sanitary sewer, but Hartford lets sump water in from November through March with a permit.
Do I need a permit for new gutters?
Gutter-only work is not on the Sioux Falls building permit list. Harrisburg and Hartford both say gutters and downspouts need no building permit. The other towns publish no rule either way, so ask City Hall before a big job.
Where can I take gutter debris?
Sioux Falls runs free leaf and branch drop sites from September 12 to November 29 in 2026. Harrisburg’s compost site and Hartford’s yard waste site take leaves and branches free for residents, and Canton’s rubble site takes grass and leaves.
